**Confirmed *Sedum rupestre* 'Angelina'** — whorled, needle-like chartreuse leaves forming a dense mat. The two candidates (cold-hardy 'Angelina' vs tender *S. mexicanum*) look near-identical, but yours **overwinters outdoors in the gravel garden** and keeps spreading (Dec/Jan photos) — tender *mexicanum* would have died back. That cold-hardiness + the golden needle foliage is diagnostic for **'Angelina'**. Non-toxic.
